Please use sensible names for anchors. I like a horizontal rule between main sections but it is optional.

Please keep the header as it is!

Use default text colour, white background, default font. Users can change their browser preferences if they don't like this, also keeps the code more compact.

All text is inside a table because in frames a border (6-8pt) is required on the left to stop it from being to close to the left side.

Note that if you want a page to open in a new top window rather than in the same window or frame, put TARGET="_TOP" after the URL in the HREF part of the link - an example is in the logo on this page.

Please use meta tags appropriately! I set the robots meta tag to index vat chapters but not follow links. It's a good idea to put sensible words in the keywords meta tag. The description meta tag is the line that will be included in the search engine summary, so a concise explanation of the page is useful here.
